Teachers PBB Release, Salary Increase 2016

In a statement*, the Department of Education (DepEd ) issued the following on PBB release, salary increase of the teachers for this year 2016:

The Department of Education (DepEd) maintained that teachers will receive their bonuses before the year closes.

Following the submission of all required documents to the Inter-Agency Task Force, DepEd and its personnel are now eligible to receive the performance-based bonus (PBB) for Fiscal Year 2015. The ranking reports of schools, which will be the basis of the amount of PBB to be released per school personnel, are already submitted to the Department of Budget and Management (DBM) for evaluation and processing of payment.

The PBB to be received by DepEd teaching and non-teaching employees ranges from P5,000 to P35,000. The amounts cited in the Department Order No. 56, series 2016 (DO 56, s. 2016) are determined by the personnel’s performance or contribution to the achievement of education targets and commitments. The grant of PBB is to recognize the exemplary performance of teachers, to further motivate higher performance and greater accountability, and to foster the value of meritocracy in the Department.

How to Enroll Learner Without Mass Enrol Facility in LIS Easy

Teachers in the public elementary and secondary schools are directed to enrol their learners in the LIS (Learner Information System) website for every school year by an order issued by the Department of Education (DepEd).

Since its introduction sometime in 2012, the teachers found it difficult to enrol their learners individually due to Internet glitches like server's weak reception, heavy traffic, and invalid learner's data.

Nevertheless, this online enrolment facility has been improved and the teachers found it very helpful by using the "mass enrollment" or batch enrol facility before. However, as the system has been updated and enhanced this facility becomes unavailable for this school year 2016 - 2017. The teachers once again have to take the tedious way of enrolling their learners.

How to Get an Official DepEd Email Account?

Email account, particularly for the DepEd permanent personnel is now required by the Department of Education. All communications would be addressed to the email address approved by the DepEd

If you are a permanent employee of the DepEd, you will be given an official DepEd Email account. As former DepEd Secretary Br. Armin Luistro puts it, your DepEd Email account will "make work and communication in the department easier with a more efficient process of transmittal and exchange of information and correspondence."

Dear teachers and parents, administrators and staff, education partners and stakeholders:

Not too long ago—six years to be exact—I remember making those first cautious steps as I entered the hallowed halls of our Bulwagan ng Karunungan here at the DepED Central Office in Pasig where I received the department’s colors from my predecessor. At noontime today, I will return home to my community of De La Salle Brothers to be assigned to yet to another ministry still in education after a year of sabbatical.

At the start of my term, I was so stricken by the quixotic ideal to serve and change the system. At times I would be driven with a messianic complex and seek to be the savior of 47,000+ schools. I can’t help but take things personally when I would read about the travails of a student who would have to walk miles daily or the predicaments of a debt-ridden teacher on whom an extended family depends. Faced with the biggest bureaucracy in the Philippine government, it dawned on me after a while that I would end up disheartened if I even tried to singlehandedly overhaul the educational system just so I can leave my imprint in the department.

DepEd's Learning Resource Portal

The DepEd Learning Resource Portal is a web-based catalogue and repository of learning, teaching and professional development resources. It functions as a clearinghouse and provides information about the location of resources and allows users to access digitized versions of resources published and stored within the Learning Portal. It is also envisioned to have a quality assurance system providing support to regions, divisions, and schools in the selection and acquisition of quality digital and non-digital resources.

The Learning Resource Portal (previously called Learning Resource Management and Development System or LRMDS) was pioneered in select divisions of Regions 6, 7 and 8 as a response to baseline research findings conducted in 2007 and 2008 for a foreign-assisted project. DepEd then in 2011, decided to adopt the LRMDS systems including enhancements of the portal in support of the implementation of the K to 12 curriculum, LRMDS Stage 2 was conceptualized. It was later then re-launched in 2013 while the old portal ran parallel to support the uploading and administrative facilities.

2016 Principals' Exams Sked



The 2016 Principals' Test is to be given on November 6, 2016, according to DepEd Memorandum NO. 80, s. 2016 issued on May 17, 2016, by the Department of Education (DepEd).

This is open to all applicants for a Principal 1 position. Passing this test is one of the requirements for appointment to a Principal position.

Eligibility

Those test-takers should have any of the following eligibility:

  • One year as Head Teacher; or
  • Two years as Teacher-in-Charge or Master Teacher; or
  • Five Years as Teacher III or SPED Teacher; or
  • Five years as incumbent public school teachers who has five years of managerial and supervisory experience in a DepEd recognized institution or Commission on Higher Education (CHED) recognized higher education institution.

Coverage of the Test

The examination shall cover situational critical thinking questions relevant to the role of SH in the following domains: School Leadership, Instructional Leadership, Creating Student-Centered Learning Climate, Human Resource Management and Professional Development, Parent Involvement and Community Partnership, School Management and Operations, and Personal and Professional Attributes and Interpersonal Effectiveness.

70% passing grade in all domains is required to pass the examination.

Since 2010, there was no respite from disasters that hit our country. In 2010, Typhoon Juan hit Region 2. In 2011, Typhoon Sendong hit parts of Visayas and Northern Mindanao especially Cagayan de Oro and Iligan cities. In 2012, we saw Typhoon Pablo ravage Davao Oriental and Compostela Valley followed by an earthquake in Negros Oriental. In 2013, it was Bohol and Central Visayas' turn to have a major earthquake. As if it weren't enough, Typhoon Yolanda broke records affecting six regions. There were relatively small but damaging typhoons that followed in the ensuing years - Glenda, Ruby and Nona, to name a few. Indeed, we are in the ring of fire and in the typhoon belt. Aside from these natural disasters, we have seen the sad effects of human induced disasters like fire, violence, and conflict.

I had just come from a psychosocial debriefing session in Angono, Rizal for teachers who were involved in a recent bus accident. Br Armin asked me to say something and I couldn't help but remember heroic acts in times of adversity. I spoke about how my experience in DepEd over the last six years was characterized by attending to one calamity after another. And yet, more than the damage and destruction, what struck me were the human acts of resilience, survival, kindness, generosity, and love our people have shown throughout.

Public Schools Students Unaware on Martial law: Myth or Fact?

The Department of Education (DepEd) explains its side on the controversy of isolating the public students from the Martial Law happenings. Along this issue, the DepEd has issued an official statement for clarification.

On March 3, 2016, an official statement entitled "DepEd commits to educate youth on Martial Law as a critical part of PH history" was uploaded on the website of the DepEd to shed doubts or biases on non-teaching the learners in schools.

It was alleged that the elementary pupils were not taught about the Martial Law for the textbooks they were using have been purged from Martial Law period to instill their minds the bad effects of the said rule during the Marcos regime or his presidency.

Francis Varela, Great Loss to Education



The Department of Education (DepEd) was shocked on the news of the untimely death of one of the education key officials in a freak vehicular accident that had occured sometime in the morning of August 29 in Pililla, Rizal.

It's terrible for the DepEd to bear such incident of Undersecretary Francisco M. Varela's death.

What a great loss to the agency for losing a principled man so dedicated to his job, making things done in the virtue of honesty .

Mr. Varela is well-loved by his education colleagues as a leader, as a catalyst for reforms in education, "judicious spender" in education, advocate of anti-corruption, compassion on learner's plight, and a great exemplar of hardwork and honesty.

DepEd ICT : 'Keeping Learners' Interest in Mind, at Heart'

April 2015 marks the first year anniversary of DepEd ICT Coordinators Group in the Facebook in which this blogger and a school head of Balabag Elem. School created that said group to serve as a "venue for ICT coordinators, classroom teachers of the DepEd for coordination, instructions, and sharing of best practices related to Learner Information System (LIS) and Enhanced Basic Education Information System (EBEIS), among others."

As this group celebrates its anniversary, DepEd assistant secretary Rey Laguda has issued a statement to this effect that says -

"Gil, congratulations on your first year anniversary of your blog (group). I find it really inspiring and encouraging when our people find ways to innovate and come up with solutions to the myriad of problems that we face. Instead of waiting for the answers to come to you, you seek it and even share it with others.

"May your blog (group) continue to serve as an effective to not only for disseminating information but in engaging our people to seek information, analyze with discernment, and decide with prudence and reason.

"we always be inspired to find opportunities to build our nation by keeping our learners' interest in mind and at heart."
