The Epic History of the Chinese and Roman Empires

When people think of the greatest empires of the ancient world, they think of the Roman Empire and the Chinese Han Dynasty. The history of the Roman Empire and of the Han Dynasty is epic. Both of these empires ruled over vast numbers of people, and both ruled for approximately four centuries. The Roman Empire was known for its unstoppable military. The Roman military literally changed the way that war in Europe, the Middle East, and parts of northern Africa was fought. The Han Dynasty had a similar effect on the way that war was fought in the Orient.

Chinese and Romans Symbols
Both the Roman Empire and the Chinese Empire were known for trade. Rome created trade routes that covered the globe. There are many accounts in history where the Roman Empire and the Chinese Empire interacted for economic trade. The Roman Empire caused Latin to be the primary language that was spoken throughout Europe. For centuries, Latin was the language of the people, and then it became a language that was closely linked to Christianity. The growth of the Roman Empire had a powerful effect on the religion that was practiced by people who lived under the Roman domain. The Han Dynasty had the same effect.

Politics In Yolanda

It is a year since the deadly super typhoon Yolanda wiped out some places in Eastern Samar and Leyte, claiming more than 6,000 persons lives and destroying crops and properties in 2013.

Super Typhoon Yolanda
Super Typhoon Yolanda
God's wrath was seemed to befall to the region of Leyte in the fateful day of November 8. Is it a curse or whatever? The gruesome scenario of streets filled with dead bodies couldn't be borne seeing them even in the national television and also in the national papers.

That's a year ago.

Survivors All Is Well?

Of course, there are survivors. How do they cope with their trying times of surviving?

Left or right, aids in any form have arrived. Houses have been built. School houses or buildings have been rebuilt. Education has been restored. Business has started to become normal.

Politics haven't failed to intrude. Ordinary Filipino, all walks of life, has seemed to be confused. Anyway, the victims have been able to survive because of their resiliency. In spite of those horrible trials in their life, yet they could still be able to smile.

Negros Independence Unheard of?

A short-lived Negros government came to being sometime in November 1898. It was 106 years ago when this government was organized run by sugar barons. Not heard of it?

PH history tells that a group of hacienderos (sugar barons) and sugar merchants in historic Negros agreed themselves to fight against the Spanish civil and religious authorities in Negros.

These group of people in Negros didn't pay much attention on the revolt led by Tagalog Katipuneros sometime in August 23, 1896. It didn't want to go with them with their local counterpart here in Negros particularly in Bais, Valladolid, La Carlota and Isabela. Instead, they wanted to go with their own to revolt against the Spanish colonizers.

Abolishing 'Pork Barrel' : Good or Bad?

A big group of concerned tax-payers will converge at a Rizal park Monday to dramatize how they vehemently opposed the "pork barrel" for the lawmakers, which had been allegedly misused. They re demanding through this protest rally for the outright scrapping of this controversial priority development assistance fund intended for the community project of the legislators.

No to pork barrel
True to his conviction for his political battlecry, "Matuwid na Daan" (good governance), President Noynoy Aquino courageously made to the public for his decision as the chief executive of the country to abolish the "pork barrel". He had made up his mind for this, 3 days before the scheduled "Million March" in the Luneta by the concerned Filipinos.

In a news, he said, “There are those who treat the PDAF as their own private fund, to use as they please. This is clearly wrong: What is involved here is the people’s money; it should be used for the benefit of the people, and not for the benefit of a few greedy individuals.”

Why a Spoonful of Rice?

The PH government is campaigning to attain rice sufficiency starting this 2013. Thus, year 2013 is considered as the National Year of Rice by the Filipinos.

Logo for 2013 National Year of Rice
By virtue of Presidential Proclamation no. 494, dated October 18, 2012, every Filipino is enjoined to support this campaign.

It aims to promote responsible rice consumption for better health and less rice wastage and productive farming through the promotion of efficient technologies and inspiring farmers to do better.

In our school, I have introduced this to the pupils in all grade levels. In one of our Monday flag ceremonies, one of our female school teachers led the pupils in reciting the "Panatang Makapalay". Before they were dismissed to proceed to their respective classes, I expounded to them every feature of this rice pledge and why it should be followed not only in principle by in doing it in toto.

'Squatter Mentality' Tags Erstwhile PGMA of PH's Decadence

Former PH President Arroyo
Filipinos with "squatter mentality" are responsible for the outright blame on the former PH President Gloria Macapagal-Arroyo, now Congresswoman for anything bad happened in the Philippines, according to Ilda's Get Real Post. She reasoned out that people with squatter mentalities do not believe in hard work or in contributing to the betterment of society. For her, "things are not always what they seem."

Following are ten Ilda's "most probable reasons" why Filipinos (with squatter mentality) keep on blaming CGMA:

1. Most Filipinos think that blaming the late former President, Ferdinand Marcos is so passé so they have moved on to GMA. A quarter of a century after Edsa, the Aquinos and their supporters cannot keep blaming the original “bad guy” because blaming Marcos after all these years will highlight the fact that there was nothing significant about the so-called “people power” revolution that happened in 1986 to begin with. It becomes funnier when you hear them say, “GMA is worse than Marcos” because they don’t realise that this is the same as saying, “We were better off during the Marcos years”.

Aquino: 'War No Good'

PH President Aquino III
PH President Aquino III
"Breaking a cease-fire with the rebels and resuming outright war would not do anybody any good," PH President Benigno Simeon Aquino III said in news report.

"We should learn, nobody benefits in war," he said.

He brushed off those suggestions from government official to go against the Moro Islamic Liberation Front (MILF), and also in ordering an offensive against the rebel group.

Instead, Aquino III will not resort to an army assault on Muslim guerrillas who killed 19 army soldiers in fierce fighting in the south. He will proceed with peace talks with the rebels.

He wants to find out why it did happen with such heavy losses from a platoon of army special forces in the daylong fighting Tuesday on southern Basilan island.

DepEd Logo
The national government allocated P2.5 billion to pay the teachers' GSIS overdue debts, the national news said Monday.

House Assistant Majority Leader and Cebu Rep. Eduardo Gullas informed that the money will be drawn from the Miscellaneous Personnel Benefits Fund under the proposed P1.816-trillion national budget for 2012.

“The P2.5 billion allotted for 2012 is just the initial payment. The DBM said the entire balance will be settled in installments over the next five years,“ he said.

“We welcome President Aquino’s decision to address the unpaid obligations. This will restore the GSIS membership of thousands of teachers, and enable them to reap the commensurate benefits,” Gullas said.

“Our teachers deserve absolute support. They are already overworked and underpaid as it is. We should make it fairly easy for them to obtain loans and other benefits from the GSIS,“ the Visayan lawmaker who is a member of the House Committee on Appropriations said.

La Carlota Outshines in Good Governance

Mayor Juliet Ferrer
La Carlota ranks 8th among the 20 component cities in the country in the Local Governance Performance Management System (LGPMS) report for 2010 of the Department of the Interior and Local Government (DILG) with the performance score of 4.7553.

La Carlota is a third class city in the province of Negros Occidental, Philippines. It is  composed of 14 barangays: 3 urban and 11 outside the poblacion with a total land area of 13,729 hectares. Its present Mayor is Atty. Juliet Ferrer, the wife of Congressman Jeffrey Ferrer of the 4th District in Negros Occidental.

It's another feather on the cap of Mangkas, the ancient historical name of La Carlota. We salute you Mayor Juliet Marie Ferrer for a job well done. Never in the history of La Carlota that this has been awarded or recognized in terms of transparency, good governance, among others.

The LGPMS is a web-based, self-assessment tool that measures the performance of local government units (LGUs) in key governance areas and it managed by the DILG. It assesses the performance of cities and provinces in administrative, social, economic and environmental governance. It also assesses local government units in terms of transparency, participation and financial accountability, the guideposts for good governance.

The LGUs are scored accordingly to the scale of 1 to 5 in which 1 is the lowest and 5 is the highest.

A team composed of representatives from the national and local governments conducted the assessment while civil society organizations validated the results to ensure impartiality.

Thus, the top component city performer went to Ligao with a score of 4.9240; followed by Laoag, 4.9193; San Fernando, 4.9177; Vigan, 4.8617; Gingoog, 4.8568; Cabanatuan, 4.8363; Dipolog, 4.8113; La Carlota, 4.7553; Iriga, 4.7522; and Batac, 4.7430.

“I laud these local governments for their commitment in elevating and maintaining the highest standards of public service delivery in their respective localities. I hope that their shining examples will inspire others to strive hard in the performance of their duties,” Interior Secretary Jesse Robredo said.

Recently La Carlota was awarded the Seal of Good Housekeeping (SGH) for Local Governance 2011 given by DILG Secretary Jesse M. Robredo. The award was conferred to Mayor Juliet Marie D. Ferrer for City Government of La Carlota, Negros Occidental to recognize of its efforts in advancing the principles of accountability and transparency in local governance.

The SGH for LGUs is a project and commitment of  the Department of Interior and Local Government (DILG) to aggressively scale up interventions in elevating the practice of governance that values transparency, accountability, participation and performance into an institutionalized status.

The project aims to recognize LGUs with good governance performance in internal housekeeping in four (4) areas such as good planning, sound fiscal management, transparency and accountability, and valuing of performance monitoring.

At last! People's Mandate Prevails in Pimentel's Senatorial Bid

Koko Pimentel and Migz Zubiri
Photo: justice4koko.weebly.com
First time in the Philippine Senate history that an election protest on a contested senatorial race is finally resolved and true people's mandate prevailed.

This is true in the case of Atty. Aquilino Pimentel III who got the 13th place of a Senator in May 2007 senatorial elections against his close rival Senator Jose Miguel Zubiri with more than 20,000 margin of votes.

At long last after contesting the rightful senate seat, Pimentel got it Thursday when Justice Antonio Carpio, head of the Senate Electoral Tribunal (SET) formally proclaimed him as the duly elected Senator and to occupy the contested 12th senatorial seat which for almost 4 years was wrongfully occupied by Senator Jose Miguel Zubiri of Mindanao.
