La Carlota City: 2011 DILG Awardee Seal of Good Housekeeping for Local Governance

La Carlota City recently was awarded the Seal of Good Housekeeping for Local Governance 2011 given by DILG Secretary Jesse M. Robredo. The award was conferred to Mayor Juliet Marie D. Ferrer for City Government of La Carlota, Negros Occidental to recognize of its efforts in advancing the principles of accountability and transparency in local governance.

The SGH for LGUs is a project and commitment of  the Department of Interior and Local Government (DILG) to aggressively scale up interventions in elevating the practice of governance that values transparency, accountability, participation and performance into an institutionalized status.

The project aims to recognize LGUs with good governance performance in internal housekeeping in four (4) areas such as good planning, sound fiscal management, transparency and accountability, and valuing of performance monitoring.

LGUs with the Seal of Good Housekeeping will be qualified for the Performance Challenge Fund for Local Government Units being handled by the Bureau of Local Government Development.

Good Planning : (1) Updated and Approved Comprehensive Land Use Plan (Optional), (2) Updated and Approved Comprehensive Development Plan, (3) Updated and Approved Annual Investment Plan, (4) Presence of Executive Legislative Agenda.

Sound Fiscal Management : (Result of CoA Audit (acceptable level), (2) LGU Annual Budget Approved and compliance to legal and statutory requirements, (3) Percentage of cost to collect revenues to total local revenues (50% or less), (4) Growth in local revenues over 3 years, (5) Presence of updated Revenue Code (every 5 years), (6) Presence of updated Schedule of Market Values (every 3 years), (7) Regular submission of Statement of Receipts and Expenditures (quarterly).

Values Transparency and Accountability: (1) Functionality of Local Special Bodies, (2) Transparency of the Procurement Process, (3) Compliance to Anti-Red Tape Law, (4) Full disclosure of Local Budget and Finances and Bids and Public Offering through posting in conspicuous places within the public buildings in the locality or in print media of community or general circulation and in their website.

Valuing of Performance Monitoring: (1) Performance Monitoring Tool or System being utilized, (2) Published State of Local Governance Performance Report, State of Development Report and Financial Report, (3) Awards Received for Exemplary Performance.

P3 million worth of Infrastructure Projects for the benefit of the people of La Carlota City was also awarded.

  19. I heard of La Carlota when I was a growing child. My mom used to tell me stories of the different cities they lived and La Carlota is one of them. I would surely love to visit the place in the near future.
