Teachers PBB Release, Salary Increase 2016

In a statement*, the Department of Education (DepEd ) issued the following on PBB release, salary increase of the teachers for this year 2016:

The Department of Education (DepEd) maintained that teachers will receive their bonuses before the year closes.

Following the submission of all required documents to the Inter-Agency Task Force, DepEd and its personnel are now eligible to receive the performance-based bonus (PBB) for Fiscal Year 2015. The ranking reports of schools, which will be the basis of the amount of PBB to be released per school personnel, are already submitted to the Department of Budget and Management (DBM) for evaluation and processing of payment.

The PBB to be received by DepEd teaching and non-teaching employees ranges from P5,000 to P35,000. The amounts cited in the Department Order No. 56, series 2016 (DO 56, s. 2016) are determined by the personnel’s performance or contribution to the achievement of education targets and commitments. The grant of PBB is to recognize the exemplary performance of teachers, to further motivate higher performance and greater accountability, and to foster the value of meritocracy in the Department.

Teacher's Salary Hike First Tranche Approved

More than 370,000 public school teachers in elementary and in the secondary would be enjoying the salary hike which its first tranche may be effected in the first quarter of this year as PNoy has already signed the Executive Order No. 201, s. 2016 to implement this increase in four installments upon returning from working trip in the US.

President Benigno Aquino III after attending the ASEAN-US Summit and meeting with US business leaders signed Executive Order to implement the increase of government employees to include the teachers of the Department of Education and the controversial military and PNP pensioner's hike.

Department of Budget and Management (DBM) recommended the issuance of an EO following Congress’ failure to approve the proposed Salary Standardization Law (SSL) IV before they adjourn session for the election campaign.

The bicameral conference committee was in an apparent impasse over the indexation provision that would cover the pension of military and uniformed personnel retirees.

Teachers' Salary Hike Hanging

The public teachers as one of the 1.5 million government employees whose salary increase is scheduled to be implemented next year in January 2016 shall have to wait for the next session of the Senate which unable to approve the Salary Standardization Law-4 in the last session they had on December 16, Wednesday, the news said.

Though the House had approved it on the 3rd and final reading the DBM version on December 9, the SSL-4 plan was held in abeyance due to the amendments introduced by Senate Minority Leader Juan Ponce Enrile.

The amendment may include the Senate version of SSL-4 to include the salary adjustment of Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) retirees. It is not included for the reason that it is already too much in the "huge cost of the plan."

Senator Ralph Recto and Vicente Sotto III supported motion made by Senator Enrile for the said amendment which is "significant increase in the funding" for the salary-standardization Law.

Once, the introduced amendment be approved, the 57.9 billion would be given as the first tranche to the government employees concerned effective January 2016.

Government Employees to Receive 45% Salary Hike in 2016

2016 is a bright year for the civilian and uniformed employees of the government for they will be receiving a 45% increase of their salary once the law is approved and fully implemented.

President Benigno S. Aquino III endorsed to Congress a proposed bill entitled, “Salary Standardization Law of 2015,” the November 9, Official Gazette said

4 Principles of Salary Increase

DBM Secretary Florencio Abad declared why the government employees shall be given an increase of their salary based on the 4 principles:

1. Fair and reasonable compensation based on fiscal realities;
2. Competitiveness of pay in relation to the private sector;
3. Strengthening the link between pay and performance by enhancing the performance-based incentive system; and
4. Tempering the cost impact of the compensation increase to allow for higher take home pay.

Trillanes: Curtailing Summer Salaries of Public School Teachers, Not True

Public school teachers, both in elementary and high school, are entitled for summer proportionate pay as one of their remuneration benefits as provided by law.

Rumors of cutting off teachers’ salary benefit during summer vacation have circulated particularly during the recent elections in the country in which a Senator is held responsible for such unwelcome move filed in the Senate.

Letter Received

On the first week of January 2014, I received a personalized letter from the  office of Senator Antonio "Sonny" F. Trillanes IV.

It was late in the afternoon of Monday after office hour while I was waiting for a motorized tricycle to get me to the  Globe office for I am going to pay my monthly bill, I noticed that my daughter-in-law was catching me while I was about to get in.
