Teachers' Salary Hike Hanging

The public teachers as one of the 1.5 million government employees whose salary increase is scheduled to be implemented next year in January 2016 shall have to wait for the next session of the Senate which unable to approve the Salary Standardization Law-4 in the last session they had on December 16, Wednesday, the news said.

Though the House had approved it on the 3rd and final reading the DBM version on December 9, the SSL-4 plan was held in abeyance due to the amendments introduced by Senate Minority Leader Juan Ponce Enrile.

The amendment may include the Senate version of SSL-4 to include the salary adjustment of Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) retirees. It is not included for the reason that it is already too much in the "huge cost of the plan."

Senator Ralph Recto and Vicente Sotto III supported motion made by Senator Enrile for the said amendment which is "significant increase in the funding" for the salary-standardization Law.

Once, the introduced amendment be approved, the 57.9 billion would be given as the first tranche to the government employees concerned effective January 2016.

DBM: No Extra Bonuses for Government Employees in 2015

The Department of Budget Management (DBM) has clarified the issue on giving the national government employees of additional Php10,000 in bonuses this December 2015.

It is strongly denied by DBM that it is a false alarm which comes from a blog site article published by anonymous writer/owner sometime in 2011, four years ago.

The DBM site so clearly declares:

"There is no more additional holiday bonus that is due to be released to government workers by December 15. Please be informed that government employees have received the last half of their year-end bonus/13th month pay and cash gift in the amount of P5,000 by the middle of this month pursuant to DBM Circular 2015-1, which provides that the remaining half of the yearend bonus and the cash gift for 2015 shall be released not earlier than Nov. 15."

Government Employees to Receive 45% Salary Hike in 2016

2016 is a bright year for the civilian and uniformed employees of the government for they will be receiving a 45% increase of their salary once the law is approved and fully implemented.

President Benigno S. Aquino III endorsed to Congress a proposed bill entitled, “Salary Standardization Law of 2015,” the November 9, Official Gazette said

4 Principles of Salary Increase

DBM Secretary Florencio Abad declared why the government employees shall be given an increase of their salary based on the 4 principles:

1. Fair and reasonable compensation based on fiscal realities;
2. Competitiveness of pay in relation to the private sector;
3. Strengthening the link between pay and performance by enhancing the performance-based incentive system; and
4. Tempering the cost impact of the compensation increase to allow for higher take home pay.
