The Foundling of the City of La Carlota

Is it left to oblivion? The people of La Carlota seem to confuse when to celebrate it.

La Carlota is anciently known as Simantas or Mangkas. It's a barrio under the jurisdiction of Tinubagan, a neighboring town now known as San Enrique. It's formally established as a separate town in 1871 and named as Carlota in honor of the wife of a Spanish conquestador Enrique.

As it progresses in terms of sugarcane business and economy, the concerned town officials led by the late Mayor Jaime Mariño proposed that La Carlota be converted to a city. To this effect, the committee concerned had conducted a hearing on March 14, 1964. It was attended by various businessmen, civic and educational organizations, sugarcane planters and barrio officials. And it's unanimoisly endorsed.

And a report of the hearing was submitted to the House of Senate at the same time informing congressmen Ferrer, Gustilo and Gatuslao.
And Mayor Jaime Mariño received a telegram informing him that House Bill No. 9711, otherwise known as the "CITY CHARTER OF LA CARLOTA" was duly approved.

A plebiscite was held along with the general elections on November 9, 1965 with the supervision of the Comelec. And the results favored the conversion of the municipality of La Carlota to a city.

And on January 2, 1966, a change of government took effect as provided by the Charter. The incumbent mayor, vice mayor and members of the Municipal Council of the Municipality of La Carlota continue in the said office until their present terms of office expire.

The founding fathers are Mayor Jaime F. Marino and Vice Mayor Prospero C. Rojo, City Councilors Loreto V. Valera, Manuel C. de los Reyes, Jose A. Liansing, Anacleto C. Jereza Jr., Jose Y. Jalandoni, Jose R. Ferrer, Renato L. Sofio and Emilio M. Zaldivar.

Charter Day in question

In the plenary session of the La Carlota SP held on Tuesday, January 21, 2020, the newly installed Vice Mayor David Baga, Jr. in his privilege speech touched the issue of the uncertainty of the date which the City Charter Day of La Carlota to be celebrated.

He said on June 19, 1965, the R.A. 4585 was enacted into law creating the cityhood of La Carlota. In the said law, January 2, 1966 was the formal organization of new city government. He moved that a committee may study this and recommend to the body the appropriate date for the city charter day celebration to clear the doubt and to be definite for certainty.

This has been brought up for the Charter Day celebration seems to be forgotten. As far as I could remember it's January 2 that we celebrated it. It's good if this would be observed again. It would be best opportune time to give due honor to the fathers and founders of the La Carlota cityhood. And also to recognize outstanding Mangkasanon in terms of business, community service, education, among others.

La Carlota City is 54 years old now. Long live La Carlota City.
