Enabling ICT Literacy through Learning Action Cells (Day 21)

It is really not enough to simply provide hardware and equipment to schools. While access to technology was provided, adoption and use was varied and was affected by many factors. It did not automatically translate to effective use for teaching and learning. There was a need to support provision of technology with ample professional development.

There have been numerous ongoing efforts of industry partners and groups to train teachers for productivity, teaching and learning objectives. However, given the number of teachers to be trained, it was just a huge challenge to cover the whole ground. Further, these partners were not operating or present in all areas of the country. So the Department of Education made a decision to complement this with internal training and development as well. The whole process entailed development of a program after consulting with teachers from the field, and experts from the bureaus and ICT service from the Central Office.

ICT Literacy Facilitators


Last November 2015, the ICT Literacy Skills Development Program was launched. One hundred school ICT coordinators from the Division of Leyte formed part of the pilot batch. The model of rollout was for the Division IT Officer and Division Education Program Supervisor to train all School ICT coordinators in basic facilitation skills, the use of activity-based training, and the conduct of ICT Literacy Learning Action Cells (LACs). By empowering each school ICT coordinator to initiate and conduct school-based LAC sessions, training content can be customized and contextualized based on the assessed needs of the school. The goal of which is to create and sustain communities of practice on the effective use of ICT at the school level.

To date, the training team is currently finishing its last leg of Division led Training of Trainer sessions, while School ICT coordinators who have already undergone their training have already began conducting school-based LAC sessions. By engaging ICT school coordinators to facilitate ICT literacy through LACs, the Department hopes that the rollout will be faster, more relevant and sustainable.
