DAP Means Corruption?

What Disbursement Acceleration Program (DAP) and Priority Development Assistance Fund (PDAF) have in common? Do they appeal to the whole citizenry of the country? What is good and what is bad about them?

For the Filipino people, it is "pork" intended to finance the government projects through for the respective constituents of every congressman and senator.

In Aquino government, it may seem that Pork barrel gains more supporters especially in the two houses of the Philippine government, the house of representative and the house of senate. This had helped a lot of the priority projects of these honorable functionaries and solons of the country. Many towns and cities infrastructures projects like roads, bridges, sports facilities like gym,among others are realized by availing of funds from the infamous pork barrel. However, it has been abused for personal motive of those honorable politicians.

What about the President?

How does the chief executive of the country be spared from the misuse of priority development assistance Fund (PDAF)? Stern critics of the President Aquino is lurking somewhere, trying to pin him anytime. These critics have the courage to push with their accusation for the mishandling of this so-called "pork" which for MalacaƱang is Disbursement Acceleration Program (DAP), since the highest court declared it as "unconstitutional". And Abad, the former DepEd secretary was allegedly involved in the alleged illegal use of the government "savings". Abad, through delicadeza, tendered his resignation which was not accepted by President Aquino.

Critics asked, "Is it "self-redemption?"

Government Spending Considered "Pork"            

There is a non-profit organization in America, the Citizens Against Government Waste, has come out with these seven criteria by which government spending can be categorized as "pork":

1. When it is requested by only one chamber of Congress
2. When it is not specifically authorized
3. When it is not competitively awarded
4. When it not requested by the President
5. When it greatly exceeds the President’s budget request or the previous year’s funding
6. When it is not the subject of Congressional hearings
7. When it serves only a local or special interest.

DAP Means No Good

DAP couldn't do away with this. Government critics thought that this is another form of corruption. Or it begets corruption. Whatever good intention has DAP for people's welfare still connotes a symbol of corruption and bad governance.

Recently, three senators had already been arrested pending their arraignment. They had been accused of misappropriation of billions of money from their "pork barrel" appropriation.
