Justice Soon for Imee Occeña

Justice soon be served for Imee Occeña, one of the four slain persons in Silay massacre, following the arrest of the suspect, Noel O. Ayalin who became scotch-free for three years after that gruesome incident in a session hall.

Noel O. Ayalin, the number one most wanted man in Negros Occidental was arrested in Pampanga by an arrest warrant issued Thursday in Iba, Zambales.

Ayalin was the former chairman of Barangay Kapitan Ramon, Silay City. He was charged  with four counts of murder and three counts of frustrated homicide after he went on a shooting spree on March 6, 2011 and killing four persons and wounding other four inside the Barangay Hall while the session for that day was about to start.

The report said that 3rd district Representative Alfredo Abelardo “Albee” Benitez received intelligence reports on the whereabouts of Ayalin.  Then Representative Benitez followed up and verified the report in Thursday morning. In the afternoon, the suspect was arrested.

While the village council of Capitan Ramon Village in Silay City was about to begin their special session early that morning, former barangay captain Noel Ayalin entered the hall and reportedly fired his gun, killing four and wounding four others, the local Radyo said.

Killed on the spot were Imee Occeña, 16-year-old Sangguniang Kabataan chairperson, and three other village councilmen – Freddie Juno, 58; Pedrito Orocio, 52 and Luzviminda Cotamen, 45.

Four others were wounded – village chief Ramon Celebre, 48; council members Salvacion Corugda, 40; Nory Flores, 30; and the barangay treasurer, Lenny Lorca, 32.

Sources said the barangay council was set to discuss the failure of Ayalin to liquidate P1.2 million in village funds used during his term.
