More than a hundred stakeholders of Cubay Elem. School, which may include the guardians, the parents of the pupils and the teachers as well gathered recently for a general assembly to listen to my statement of the school address (SOSA) as school principal of nearly 300 enrollment for this school year 2013 - 2014.
Earlier we had our 4th division MANCOM meeting at the CACMES, one of the schools in District 1. I skipped the meeting at 3:00pm just to catch up with this general PTA assembly meeting in our school to deliver my annual SOSA. When I arrived in the school, everyone is already seated. The teacher-emcee turned over the microphone to me.
"We are blessed indeed that our school has accomplished a lot of physical improvement and benefits for our pupils," I opened up. This school year, we had a manageable increase of the present enrolment of the school compared last year.
I credited all those things from the cooperation of every parent, PTA officer and the members of the barangay council. I special mentioned Noel Vargas, the punong barangay for his indefatigable support, followed by Ms. Racquel D, Angelitud, the president of the parents-teachers association (PTA) who was instrumental for the repair of the 5-span of the perimeter fence of the school and installed atop of it a 4-foot-high cyclone wire for safety.
Brigada Eskwela
I pointed out the commendable performance of the Brigada Eskwela volunteers who spent their time, efforts on May 20 to May 25 as the national maintenance week for the school. 368 volunteers had participated and they were able to do some minor repair of the school. They were able to clean the classrooms. They were able to mow the lawn and they were able to do some repainting of the roof of the school building and exterior walls.
The school was benefited from donations from the concerned stakeholders in the form of gallons of latex paints, foods, beverages, among others.
Others donated labor. They represented different government agencies like the Barangay in the local government, the religious sectors like the Seventh Day Adventist, The Church of Jesus Christ of Latter-day Saints (LDS), the Women's Organization, Sangguniang Kabataan (SK), the DepEd.
The assessment of over-all donations was amunted to Twnety-Two Thousand One Hundred Seventy-Six Pesos (Php22,176.00).
I informed them that there are two ongoing projects of the school funded by the national government. The 200,000 peso 2-classroom repair and 2-seater water-Sanitation facility. It was handled by PP Galongay.
I relayed to them that the school was a recipient of 50-thousand SBM grant, which was broken down as follows: Nineteen Thousand Five Hundred Pesos (Php19,500.00) for the reproduction or support instructional materials of the teachere\s, Eight Thousand Pesos (Php 8,000.00) for the reproduction of test materials, Twenty Thousand Pesos (Php 20,000.00) for the feeding, and Two Thousand Five Hundred Pesos (Ph 2,500.00) for the medicines. These allocations were all incorporated in the approved school improvement plan.
Parents-Teachers Association Privilege and Limitation
I defined the role of the PTA to avoid confusion according to DepEd order No. 54, s, 2009. PTA is allowed for a representation in the school governing council, authorized to have fund-raising activities for school projects and could participate in the school's inspection and acceptance committee and could be an observer in the school procurement activities. However, it is prohibited for the PTA to interfere in the academic and administrative management and operations of the school.
I relayed the concern of the schools division superintendent Portia M. Mallorca on the teacher concerned addressed by some parents. Parents should cooperate with the school, with their teachers of their children. Problem teacher should be the concern of the school principal. Thus, DepEd Order no. 54 is appropriately applied to this kind of problem that they should not "interfer in the academic and administrative management and operations of the school."
After my 20-minute SOSA, I inducted the newly elected PTA officers and the school faculty officers too.
