In 2016 Awarding of Seal of Excellence, the Balabag Elementary School, Division of La Carlota City, school which I have just left due to my retirement has maintained its Bronze Seal of Excellence award in the awarding ceremony conducted at the public plaza of La Carlota City.
As their school principal of last school year 2015 - 2016 and I have just retired last October 14, 2016, I am very proud of my teachers for their untiring efforts in working together as a team and with the recent help of their teacher in-charge, Sir Ronald C. Valdevieso whom I recommended to take charge of the school while I gracefully take my exit as their school principal.

Demabildo and Miss Gerose Bedlan; Grade Two Teachers: Mrs. Mailyn M. Manalo and Mrs. Nonalie V. Ladrido; Grade Three Teachers: Mrs. Angelica A. Tuala and Mrs. Roselyn D. Pabalate; Grade Four teacher: Mr. Mike T. Pabalate; Grade Five Teachers: Ms. Sarah Adenix and Miss Ma. Juvy V. Tadlan; Grade Six Teacher: Mr. Ronaldo C. Seal of Excellence is a school and teacher incentive program of the Division of La Carlota City in line with its advocacy thrust called LEAP which stands for Leadership, Empowerment, Achievement and Leadership. This is to recognize the School-Based Management (SBM) best practices and outstanding performance of the 24 elementary schools, 1 special education school and 3 high schools of the previous year 2015.
This year's Seal of Excellence, the Balabag Elementary School which is one of the 24 complete elementary schools in the Division, through the concerted efforts and cooperation of its teachers had its improvement and facelifting of its school plant and facilities to make itself ready for this awarding, the school which received the Bronze Seal of Excellence with Php20,000.00 as cash award last 2015, has still maintained the said award.
Criteria
The criteria and guide for rating and ranking the schools in elementary and secondary in the Division of La Carlota City for this year are as follows:
30% for access and internal efficiency which covers promotion rate, graduation rate, drop out rate, failure rate, and repeater rate.
40% for quality and relevance which covers learner's achievement (NAT MPS), and performance of teacher's and staff.
30% for management of education services which covers School-Based Management) SBM level of practice, Brigada Eskwela Accomplishments, Child-Friendly School practices, Environment - friendly school practices, and timely submission of required reports to the Division.
